Overview

Technology in Government

Public agencies are replacing legacy systems and moving services online while answering for security, accessibility and careful use of public funds. Delivery has to be defensible to auditors, oversight bodies and the people who rely on the service.

Desmata is a Plano, Texas technology services firm with an integrated IT staffing practice. We modernize applications, secure systems, build data platforms and staff the engineers, analysts and security professionals public programs need.

Desmata is MBE certified (Minority Business Enterprise), which can matter to supplier-diversity goals in public and enterprise procurement. Government work is one of our priority sectors, and we design for the security and accessibility frameworks agencies must follow.

Challenges

What technology leaders here are dealing with

  1. Challenge 1: Legacy systems that are costly to keep and risky to replace

Case management, licensing and benefits systems often run on old code that few people know. Modernizing in phases keeps services running and shows progress on a budget cycle.

  2. Challenge 2: A stack of security frameworks

Federal systems follow FISMA and NIST 800-53. Cloud services follow FedRAMP, and Texas state agencies use TX-RAMP for cloud. Teams must know which applies and keep evidence ready.

  3. Challenge 3: Contractor requirements flowing down

Defense contractors and their suppliers face NIST 800-171 and CMMC requirements for controlled information. Primes and subs alike need systems and records that match.

  4. Challenge 4: Accessibility as a legal requirement

Section 508 applies to federal technology, and the ADA Title II web rule sets WCAG 2.1 AA for state and local government digital services. Retrofits cost more than building accessibly the first time.

  5. Challenge 5: Staffing and procurement friction

Programs need qualified people quickly, and procurement rules limit how fast agencies and primes can bring them in. Supplier-diversity goals add another requirement to track.

Regulations and standards

Standards we design for

The rules that shape technology work in this sector, and that we build and staff around.

  • FedRAMP

The federal program for authorizing cloud services used by agencies. We design systems to run on authorized cloud environments and staff engineers experienced in the control sets.

  • FISMA and NIST SP 800-53

The federal information security law and its control catalog. We work within these controls when designing, documenting and assessing systems.

  • NIST SP 800-171 and CMMC

Requirements for protecting controlled unclassified information in contractor systems. We help defense suppliers prepare systems and staff people experienced in the control families.

  • Section 508 and ADA Title II (WCAG 2.1 AA)

Accessibility rules for federal technology and for state and local digital services. We build to WCAG 2.1 AA and test with assistive technology.

  • TX-RAMP and GovRAMP (formerly StateRAMP)

Security programs for cloud services used by Texas state agencies and by other state and local buyers. We design systems to meet their control levels and staff people who know them.

  • CJIS Security Policy

The FBI policy that governs criminal justice information. We work within its access, encryption and audit requirements where law enforcement data is involved.

These are the regulations and standards that shape work in this sector. We design and staff for them. They are not certifications held by Desmata.

Questions

Frequently asked questions

Is Desmata certified for government work?

Desmata is MBE certified (Minority Business Enterprise), which can support supplier-diversity programs. It is not the same as other state or federal business programs. We do not claim FedRAMP, CMMC or any other authorization of our own.

How do you handle FedRAMP, TX-RAMP and similar requirements?

Those programs apply to cloud services that handle government data. We design systems to run on authorized environments, document controls clearly, and staff engineers experienced with the requirements.

Can you help a defense supplier prepare for CMMC?

We can assess systems against NIST 800-171, build the technical fixes such as identity, logging and encryption, and staff the security roles. Assessment and certification itself is performed by authorized third parties and your own governance.

Do you build accessible applications?

Yes. We build to WCAG 2.1 AA and test with screen readers and automated tools. Accessibility is part of definition of done, not a late retrofit.

Can you supply staff to a prime contractor or agency?

Yes. Roles can be filled on contract, contract-to-hire or direct hire. Tell us the labor categories, work location and any background screening needs.
